November 2022

  • Network CFT and PEO C3T hosting TEM 9 in Nashville, TN, 7-8 December. TEM9 will focus on Capability Set 27. Event is sold out. Anticipate high level Army senior leadership presence along with more than 600 industry attendees.
  • The Network CFT/PEO C3T team is open to working with industry to make improvements to the OTA process, particularly where decisions are made that impact future requirements – will be discussing/thinking about how and when the information gets to non-OTA contractors that continue to invest IR&D in anticipation of future/follow-on production and sustainment opportunities – anticipate an update on this topic from PEO C3T and NCFT during TEM 9. 
  • Working closely with PEO C3T on expanding the JCM to accommodate hosting and disseminating CUI related information to industry as DoD 5000.83 practices become more prevalent
  • Board will work closely with this team to assist in understanding how a clearer view of the unified network architecture aids in industry’s drive to make better business cases for investing in Army network needs…
  • During recent luncheon, PM Tactical Radio, COL Daiyaan, introduced two things we should be tracking: 1) suggested that in 3 months from the August/September presentation we should see relevant technical information in the JCM and 2) introduced the notion of Radio as a Service – requested ideas from industry

September 2022

  • Network CFT and PEO C3T hosting TEM 9 in Nashville, TN, 7-8 December. TEM9 will focus on Capability Set 27. Understand hotel space is filling up fast.
  • The Network CFT/PEO C3T team is open to working with industry to make improvements to the OTA process, particularly where decisions are made that impact future requirements – will be discussing/thinking about how and when the information gets to non-OTA contractors that continue to invest IR&D in anticipation of future/follow-on production and sustainment opportunities – anticipate an update on this topic from PEO C3T and NCFT during TEM 9. 
  • Working closely with PEO C3T on expanding the JCM to accommodate hosting and disseminating CUI/FOUO related information to industry as DoD 5000.83 practices become more prevalent.

  • PEO C3T’s most recent Newsletter was recently published. Highlights include: updated org chart; senior leadership changes; and project RFI/RFPs thru June 2022
  • Network CFT/PEO C3T TEM 8 is scheduled for 9-10 May in Philadelphia, PA. It will be held at the Philadelphia Marriott Downtown. The event will have an in-person and virtual option. 9 May will focus on CPI2 while the  remainder of the conference will focus on information related to Capability Sets 25 and 27 development efforts and focus areas.  Registration information .

March 2022

  • PEO C3T recently announced that MG Anthony Potts will succeed MG Rob Collins as PEO C3T in the coming months. MG Collins will be heading to the Pentagon to become ASA(ALT)’s DASM. The PEO also announced that Nicholaus Saacks has been selected as the new DPEO – congratulations to each.
  • Received very positive feedback on PEO C3T’s 11 February Services Contract update – if you did not get the slides recommend you go to JCM to obtain
  • PEO team has communicated that future updates to the JCM will include Unified Network standards and profiles; CMOSS standards; and program APIs
  • TEM 8 is scheduled for 9-11 May in Philadelphia, PA. It will be held at the Philadelphia Marriott Downtown. February 2022

  • PEO C3T is hosting a support contracts virtual industry update on 17 February – must register prior to 11 February
  • The Army unified network management plan is located on the C3T home page. Communicated as a must read. Provides great insights into what happens next with regard to the detail industry will need to more effectively align their products with Army unified network needs
  • Hosting the Unified Network Operations (UNO) Application Programing Interface (APG) Architecture version 1, dated November 2021 on the Joint Communications Marketplace (JCM) – another must read.
  • PEO team has communicated that future updates to the JCM will include Unified Network standards and profiles; CMOSS standards; and program APIs
  • The next TEM is expected to take place in May 2022. Location selection in progress – likely APG or Savannah, GA
  • The Network CFT/PEO C3T team are open to working with industry to make improvements to the OTA process, particularly where decisions are made that impact future requirements – will be discussing/thinking about how and when the information gets to non-OTA contractors that continue to invest IR&D in anticipation of future opportunities. 
  • Beginning to see a clearer trace between Capability Sets, Project Convergence, and what PMs are planning to procure – would like to see PMs align with each capability and that communicate to industry. Believe we will have to simultaneously engaged Army Futures Command/Network CFT on this topic to fully flush it out.

November 2021

  • Met with PEO C3T/Network CFT rep on 3 November to discuss status of common interest items and next steps…
  • The Government Team wanted to pass along to industry that this was one of the best years that tactical modernization programs have had from a fielding and budget standpoint and they believe that is a function of the great work their government teams are doing, however, they attribute as much of the credit to an industry group that is more focused, more aware, and more informed of what they are trying to do and coming better prepared to engage and meet mission needs. Starting to see clear benefits from continued government/industry interaction and collaboration.
  • Network CFT/PEO C3T recently announced TEM 7, focused on Capability Set 25 on 2 December in Nashville, TN. In addition expect to get an update on the CMOSS roadmap, to include funding profiles we have been asking for – will highlight the coordination between PEO C3T and PEO IEW&S organizations, extending to Ground vehicle PEOs and PMs next; information on the unified network architecture; and updates on anticipated content in the Joint Communications Marketplace. TEM 7 will provide a virtual and in-person component.
  • Future additions to the Joint Communications Market place will include: Unified Network standards and profiles; CMOSS standards; and program APIs. They are doing more to help us understand where a specific product or service fits in the architecture and how to interface to certain components of the network. The JCM is rapidly become that data portal we have been talking about for so many years.
  • Anticipate information on a virtual industry day in February 2022 focused on providing an update to the PEO services portfolio
  • Network CFT/PEO C3T leadership working with the JADC2 CFT on data management and standardization. Beginning to establish the building blocks for convergence – more at the 2 December TEM.
  • The Network CFT/PEO C3T team are open working with industry to make improvements to the OTA process, particularly where decisions are made that impact future requirements – will be discussing/thinking about how and when the information gets to non-OTA contractors that continue to invest IR&D in anticipation of future opportunities. 
  • Beginning to see a clearer trace between Capability Sets, Project Convergence, and what PMs are planning to procure – would like to see PMs align with each capability and that communicate to industry.   • The team is taking some time to think about how to address questions related to OTA information sharing and the establishment of a more current library of information related to on-going efforts. Based on recent experience, I would anticipate some sort of presence on the Joint Communications Marketplace.
  • Beginning to see a clearer trace between Capability Sets, Project Convergence, and what PMs are planning to procure – would like to see PMs align with each capability and that communicate to industry.
  • Deputy PM I2S has indicated an interest in learning a bit more about monthly exchanges with industry…provided information about “the how” anticipate an outreach in the future, October timeframe for 1st event.
  • PEO/PM I2S committed to supplementing the CMOSS roadmap with additional information and the extent they can begin providing funding information in P and R forms. Requested that funding profiles for programs/capabilities coming out of Project Convergence going into Capability Sets be provided as well – puts industry in a better position to support funding/investment/pursuit decisions.  
  • Will follow-up with N-CFT and PEO C3T in October to get an update on evolving plans, particularly continued clarity between capability sets, project convergence, and PEO/PM actions/acquisitions and access to the unified network architecture

August 2021:

  • Have received feedback from industry stakeholders in large and small companies who have opined that the PEO C3T quarterly newsletter is very informative and appreciated.
  • Beginning to see a clearer trace between Capability Sets, Project Convergence, and what PMs are planning to procure – would like to see PMs align with each capability and that communicate to industry.
  • Deputy PM I2S has indicated an interest in learning a bit more about monthly exchanges with industry…provided information about “the how” anticipate an outreach in the future, October timeframe for 1st event.
  • PEO/PM I2S committed to supplementing the CMOSS roadmap with additional information and the extent they can begin providing funding information in P and R forms. Requested that funding profiles for programs/capabilities coming out of Project Convergence going into Capability Sets be provided as well – puts industry in a better position to support funding/investment/pursuit decisions.  
  • Followed up with team in July to get an update on evolving plans, particularly continued clarity between capability sets, project convergence, and PEO/PM actions/acquisitions.

Based on recent experience, I would anticipate some sort of presence on the Joint Communications Marketplace.
  • PEO posted their 2nd quarterly newsletter. This and prior newsletters are on JCM website. Newsletter identifies several leadership changes.
  • Beginning to see a clearer trace between Capability Sets, Project Convergence, and what PMs are planning to procure – would like to see PMs align with each capability and that communicate to industry.

Based on recent experience, I would anticipate some sort of presence on the Joint Communications Marketplace.
  • Network CFT and PEO C3T conducted TEM 6 on 2 June 2021. Slides available on Joint Communications Marketplace and sam.gov. Slides provided a dense amount of useful information associated with Capability Set 25 and provided updates on Capability Sets 21 and 23. All senior leaders reiterated their support for the adoption and migration to CMOSS compliant chassis and cards over the next several years.
  • Beginning to see a clearer trace between Capability Sets, Project Convergence, and what PMs are planning to procure.
  • Deputy PM I2S has indicated an interest in learning a bit more about monthly exchanges with industry…more to follow.
  • PEO/PM I2S committed to supplementing the CMOSS roadmap with additional information and the extent they can begin providing funding information in P and R forms. April 2021:

  • The team is taking some time to think about how to address questions related to OTA information sharing and the establishment of a more current library of information related to on-going efforts.
  •  TEM 6 will look at multiple Capability Set (CS) requirements – team will look beyond CS 23 into CS 25 and to the extent practical some insight into what may be required for CS 27 – the Government team understands that the further they can look the more effectively industry can plan it’s Independent Research and Development investments and development efforts.
  • Registration for TEM 6 is open on the JTNC website and registration for TEM 6 is open on beta.sam.gov – virtual and in person spaces
  • After several discussions and presentations it appears that the linkage between Capability Sets, Project Convergence, and Acquisition is beginning to take form. PMs are beginning to communicate how their procurement decisions are informed by capability sets and project convergence. We believe that enough is known at this point for the Network CFT and PEO C3T team to provide a more concrete linkage by showing which PM is responsible for pulling forward technology out of each Capability Set and when so that industry can better prepare for the acquisition

March 2021: Discussed with the PEO C3T Industry Liaison establishment of a quarterly newsletter; sharing of program information and key decisions associated with individual OTA prototyping efforts; sharing of information associated with program updates/changes on on-going programs; establishment of an on-going bidder’s library with technical information associated with varying programs/emerging programs; early as practical look at future Capability Set requirements; and new item to include short discussion on beginning of “What happens after Project Convergence.”

1 – Establishment of a quarterly newsletter – general idea is the creation of some recurring mechanism to inform industry of important changes to programs, processes, etc., in the PEO portfolio.

2 – Sharing of program information and key decisions associated with individual OTA prototyping efforts – general idea is that companies not on contract for a given OTA continue to expend IR&D funds. To ensure their funds are invested wisely, each company’s IR&D investment and development activity would benefit immensely from getting a dump of Government information periodically, particularly decisions associated with requirements, standards, etc.,

3 – Sharing of information associated with program updates/changes on on-going programs – general idea is that industry, large and small, would be able to plan for future investments and those programs interested in pursuing further if they know what is happening on a given program and what might be coming next – facilitate the ability to doing longer range planning.

4 – Establishment of an on-going bidder’s library with technical information associated with varying programs to help industry think through requirements and interface control documents – open a perpetual vs episodic bidders library – informs IR&D and many other decisions. Access to information early in the process will enable industry to really make sure their IR&D investment is focused on the things the Government cares about…

5 – Early as practical look at Capability Set requirements – would be helpful to show a comprehensive and on-going picture of what is happening with Capability Sets, even those that have passed. For example the team is implementing CS 21 and working on whitepapers to inform CS 23. We also are beginning to get bits and pieces of information associated with CS 25. The earlier the better – gives us a chance to inform and make decisions on IR&D spending. Even though CS 21 is baked in now, information associated with its implementation helps us understand if any additional attention or investment should be paid to CS 21 needs or if we just focus on the CS 23 and out. Implementation actions by the Government also becomes good information to provide to corporate leaders to inform/guide corporate investment decisions.
