  • Met with Executive Director ACC-APG on 25 October and discussed several common interest items. Provided a consolidated response to earlier questions on/or about 29 October – attached.
  • Suggested that in January/February 2022 ACC-APG anticipates publishing a top 10 myths document – one geared for industry and another geared for internal government understanding/guidance. We are finding and seeing that the need for this sort of document/guidance is becoming more and more evident.
  • Indicated that they are working with multiple organizations on APG who are considering some form of periodic update to industry, similar to the ACC-RSA model where multiple PEOs provide a quarterly update…would be an excellent complement to the annual APBI

October 2021

  • Executive Director ACC-APG indicated he would take a look at the RS3 systemic access and process issues provided during month of September 2021
  • Over the next 3-4 months anticipate ACC-APG publishing a top 10 myths document – one geared for industry and another geared for internal government understanding/guidance. We are finding and seeing that the need for this sort of document/guidance is becoming more and more evident.
  • Will follow-up with team in October to get an update on common interest items, particularly publication of top 10 myths document the command intends to publish

August 2021:

April 2021:

  • Received very positive feedback from several members regarding the level of communication and transparency coming out of ACC-APG
  • Met with the Executive Director ACC-APG and several members of his senior leadership team on 27 April to discuss their view/planned actions regarding previously communicated common interest items – summarized below:

    a. Website link that provides comprehensive view of APG Contracting environment – given it will require additional resources, will consider implementing in FY23
    b. Enhancements to quarterly updates – will continue to update quarterly, providing insight into mission partners’ needs; does not control the addition of technical points of contact…
    c. Responses to RFIs and feedback from Government – suggested that organizations should respond to RFIs to inform Government contracting, acquisition, and technical approaches by answering the
        questions asked and to also provide thoughts for things not asked – Government team just might not have known. With respect to what many members have indicated as a lack of feedback – ACC APG is
        looking generating a list of Top 10 myths as a teaching point for industry and Government to dispel myths and communicate what is permissible with respect to communications associated with RFIs, DRFPs,
        and RFPs. Anticipate something in the next 2-3 months.
    d. OTA and Strategic Communications feedback Process – will work with industry, mission partners, and OTA Consortium’s where practical to facilitate the process. A big part will be fully understanding
         challenges from each groups perspective. Would support a feedback loop that does not create a burden for mission partners and information sharing to industry that maintains operational security – the
         idea of having one set of information communicated on betasam.gov and more sensitive information communicated/provided in a mission partner portal has merit, must consider resources however.
    e. Round Table Discussion – interested in APG NDIA team facilitating a round table with member companies and other associations on a series of questions his team in generating.
  • ACC-APG hosted a symposium focused on Modular Open Systems Approach (MOSA) for DoD acquisitions event on 14 April 2021. Excellent session that reinforced the importance Army Senior C5ISR leaders are putting on CMOSS including the Army G6, Network CFT Director, PEO C3T, and PEO IEW&S. Bottom-line Companies that don’t figure out how to adjust to this idea of CMOSS compliant common chassis and cards – that may run communications, Assured PNT, SIGINT, and EW applications could find themselves at a disadvantage – Government looking to procure CMOSS complaint things not proprietary products. March 2021: ACC-APG will be hosting an Modular Open Systems Approach (MOSA) for DoD acquisitions event on 14 April 2021. As part of that event we will ask the team to provide their thinking on what happens when a standard like CMOSS is used and cards can be procured instead of full systems, and the capability cuts across PEOs and PMs – how will the Government manage/procure?

1 – Comprehensive view of the APG contracting environment – there was a discussion regarding the establishment of an ACC-APG web presence that provided industry with a better understanding of the contracting environment including major ID/IQs, OTAs, MTA, etc., as they related to OTA prototyping efforts and programs of record for both products and services.

2 – Enhancements to quarterly updates – while most updates are recent – October to December 2020, one of the key updates to the document that industry teammates requested was a field to identify the technical points of contact.

3 – Responses to RFIs and access to the technical team following issuance of RFIs – general idea is that there are still people who are of the opinion that after an RFI is issued communications with industry stops versus when an RFP is issued or responded to and everyone goes silent as a function of source selection. Not sure how this gets more effectively communicated to contracting, S&T, and acquisition personnel on the Government team – perhaps rather than meeting with everyone that wants to meet, after meeting with at least a sampling, the Government team sends out an update to the RFI with the general information they shared with some subset of industry that should be available to all.

4 – Facilitating the OTA feedback process – nearly impossible to meet face to face with every industry responder, however the idea of a 1-2 page written response will be considered – we appreciate that and understand that is what PEO C3T plans on doing. Beyond the whitepaper response we are also very interested in the Government figuring out how to feed key government decisions on a particular OTA prototyping effort to the rest of industry along the way. That way our IR&D expenditures will be more informed and at the end of the OTA process the Government will have the companies that were on contract in position to compete and the companies that were spending IR&D in parallel – Better for both Government and Industry.

5 – Facilitate major requiring organizations strategic engagements with industry – in this case we are seeing continual progress with some – PEO C3T, Network CFT, and PEO IEW&S. We are working to expand beyond the annual APBI with CECOM and its subordinate organizations.  

6- Suggested that companies are still making a major mistake in responding to solicitations – appreciate the guidance you and team provided to us about responding to RFIs and RFPs. That we spend way too much time regurgitating rather than answering the question. Following that guidance some companies are asking if it would be permissible to respond to solicitations without restating the question at all, simply indicate which question you are responding to and use all of the space to answer rather than even writing the question.
